What a board can take from the public data

What it cannot tell a board

Whether an adjustment, the Article 321 path, RECs or offsets apply; whether the self-reported type and floor area are right (a wrong type changes the factor); what any retrofit will cost or save; and anything about enforcement. Those are questions for the building's engineer and counsel; this is not legal, engineering or financial advice.
