How to read these numbers

They are the arithmetic of the rule applied to self-reported filings, summed across buildings whose emissions exceed the limit; they are not what any owner pays. Adjustments, Article 321, mixed-use splits, RECs, offsets and any enforcement discretion are outside the data. The free lookup gives the same arithmetic for one building; the USD 39 report adds the 10 named nearest peers and the trend.

Paid report

USD 39 one-time: your building vs the 10 nearest-size peers of the same type (borough first, citywide when the borough has fewer than 10), percentiles in the full pool, 2022-2024 trend, both LL97 limits and the arithmetic exposure. Checkout opens shortly; the free lookup and pages work meanwhile.
