Local Law 97 calculator: limit, excess and penalty arithmetic from your filing
The limit is floor area times the factor for the property type; the penalty arithmetic is filed emissions minus the limit, times USD 268 per tCO2e. The free lookup runs exactly that on any of the 24,899 buildings in the 2024 filings. The table below gives the factors as published in 1 RCNY 103-14 and the share of each type over its limit on today's filings.
Source: NYC Open Data, LL84 Building Energy and Water Data Disclosure (public domain), 2024 LL84 filings, buildings of 25,000 sf or more, one row per tax lot. Property type, floor area and emissions are self-reported by the filer; medians over buildings reporting the field. Limits: emissions factors in 1 RCNY 103-14; penalty rate USD 268 per tCO2e from the LL97 page. Data as of 2026-11-03.
Worked example: a 100,000 sf multifamily building
2024-2029 limit = 100,000 x 0.00675 = 675 tCO2e. 2030-2034 limit = 100,000 x 0.00334664 = 335 tCO2e. A building filing 495.0 tCO2e (the citywide multifamily median intensity of 5.0 kg/sf at that size) is under the first limit and over the second by 160.3 t, which is $42,970 per year at USD 268/t, arithmetic only.

What the arithmetic leaves out
Buildings with more than one use are split by floor area across types; mixed-use results here use the single self-reported type. The rule also provides for adjustments, the Article 321 prescriptive path for some affordable housing, RECs for electricity and offsets within limits, and the city has published mediation and good-faith provisions. None of those is modelled; the figure is a planning estimate from the filing, not a compliance determination.
